What is Electronic Waste and How to Dispose of it Responsibly?
Clearing out a home or office can leave you with unwanted laptops, phones, printers, microwaves and other electrical items alongside furniture and general waste. Once these items are no longer wanted or usable, they are considered electronic waste, or e-waste.
E-waste disposal in Singapore depends on the type of electrical item. Small regulated e-waste can go to designated e-waste bins, while larger appliances can be collected through retailer take-back services, ALBA doorstep collection, Town Council bulky-item services or e-waste collection drives. Other electrical appliances can be recycled through voluntary e-waste programmes.
Why E-Waste Matters
Electronic products contain metals, plastics and other materials, along with small amounts of heavy metals and other substances of concern. Proper disposal allows these materials to be handled safely and recovered for reuse.
Environmental and Health Hazards
Some electronic products contain hazardous substances such as lead, mercury and cadmium. If e-waste is improperly handled or processed, these substances can be released into the environment and pose risks to human health. Certain appliances may also contain other substances of concern, such as refrigerants in refrigerators and air-conditioners.
Proper recycling uses controlled processes to dismantle and process e-waste, reducing the risk of pollution while allowing useful materials to be recovered.
Recovering Valuable Materials
E-waste can contain valuable materials such as copper, aluminium, gold, silver, lithium and cobalt. These can be extracted during recycling and used as inputs for new products
Recovering these materials reduces the need for new raw materials and helps conserve finite resources, supporting Singapore's move towards a circular economy.
The E-Waste Landscape in Singapore
Singapore's regulated e-waste management system came into effect on 1 July 2021 under the Resource Sustainability Act (RSA). It follows an Extended Producer Responsibility (EPR) approach, under which producers are responsible for collecting and treating regulated electrical and electronic products when they reach the end of their useful life.
National Environment Agency (NEA) has appointed ALBA E-Waste Smart Recycling Pte Ltd as the Producer Responsibility Scheme (PRS) operator. ALBA coordinates the collection of regulated consumer e-waste through e-waste bins, retailer collection services, collection drives and doorstep collection, before sending it for proper treatment and recycling.
Regulated and Other E-Waste
Singapore's EPR framework covers five regulated product classes:
ICT Equipment: Printers, computers, laptops, tablets, desktop monitors, mobile phones, routers, modems, set-top boxes and specified network equipment
Large Appliances: Refrigerators, air-conditioners, washing machines, dryers and televisions
Batteries: Portable batteries, including alkaline batteries, rechargeable batteries and power banks, as well as specified industrial and electric vehicle batteries
Lamps: Regulated consumer lamps and specified lamps
Solar Photovoltaic Panels: Solar PV panels
The EPR framework does not cover every electrical or electronic product. Items such as small household appliances and electronic toys can instead be recycled through voluntary e-waste programmes under NEA's National Voluntary Partnership for E-Waste Recycling. Check the accepted item types and collection requirements before taking an item to a recycling point.
How to Properly Manage E-Waste
The right disposal method depends on the type and size of the electronic item. There are several collection and recycling routes, although options vary between regulated e-waste and other electrical appliances.
1. Drop-Off Bins
E-waste collection bins are suitable for smaller items that fit through the bin opening. ALBA operates different types of bins across locations such as shopping malls, supermarkets, community centres, government buildings and retail outlets. The type of e-waste accepted depends on the bin.
Depending on the bin, accepted items can include:
ICT Equipment: Printers, computers, laptops, mobile phones, tablets, modems, routers and set-top boxes
Batteries: AA, AAA, AAAA, C, D, 9-volt and button-cell batteries
Lamps: Certain bulbs and lamps
Some bins also accept power banks and small TVs or desktop monitors, as long as they fit through the designated opening. Check the bin's accepted categories and size requirements before dropping off an item. Bulky e-waste that does not fit through the opening should not be left outside the bin.
2. Retailer Take-Back Programmes
Retailers of regulated consumer electrical and electronic products must provide a free one-for-one take-back service when delivering a new product. The unwanted item must be of the same class or type as the product being delivered.
For example, when a retailer delivers a new washing machine, it must take back an unwanted washing machine at no cost.
3. Bulky E-Waste Collection
Large items such as refrigerators, washing machines, air-conditioners and televisions cannot be placed in standard e-waste bins. Residents can use several collection options:
ALBA doorstep collection: Since 1 January 2025, ALBA provides free doorstep collection of large household appliances from residential premises. Charges may apply for other types of e-waste collected through its doorstep service.
Town Council bulky-item removal: HDB residents can use their Town Council's bulky-item removal service for large household appliances. ALBA subsequently collects the e-waste from the Town Council for recycling.
ALBA collection drives: Quarterly collection drives are held at participating HDB estates, where residents can bring regulated e-waste, including bulky items that do not fit into standard e-waste bins.
ALBA depot: Regulated consumer e-waste can also be dropped off at ALBA's depot at 20 Tuas Loop, Singapore 637350.
4. Professional Waste Disposal Services
For professional office cleaning or home clear-outs involving multiple electronics, appliances and other unwanted items, a professional removal service can handle collection and sorting as part of a wider disposal job.
Earth Recycling Services provides junk removal services in Singapore for unwanted household and office items, including electronics and battery-powered items. This option can be useful when e-waste needs to be removed together with household items or office waste disposal.
Best Practices Before You Dispose of Electronic Waste
A little preparation can make e-waste disposal safer while helping protect your personal information.
Protect Your Personal Data
Before recycling laptops, mobile phones, tablets or other data-bearing devices, remove your personal information.
Singapore’s Ministry of Sustainability and the Environment advises backing up important data, logging out of personal accounts, removing SIM cards and external storage media where applicable and performing a factory reset before recycling the device.
For businesses, additional data-security procedures may be appropriate when disposing of computers, storage devices and other equipment containing confidential information.
Prepare Items for Safe Disposal
Before taking e-waste to a collection point:
Check the Collection Requirements: Confirm that the selected bin or collection service accepts your type and size of e-waste.
Remove External Packaging: Separate boxes, plastic wrapping and other packaging where appropriate.
Handle Damaged Items Carefully: Secure damaged items appropriately before disposal to prevent further contamination.
Prepare Batteries Separately: Do not place batteries in general waste or blue recycling bins. Tape the terminals or wires of rechargeable batteries, and place leaking batteries in a leak-proof container or bag before recycling them.
Keep Bulky Items Out of Bins: Use a designated collection drive, doorstep service, Town Council route or appropriate professional service instead.
